CONSTITUTION
BAKERSFIELD CHAPTER OF THE
AMERICAN SOCIETY FOR PUBLIC ADMINISTRATION
(As amended through June 19, 2007)
Article I Name and Purposes
Section 1 The name of this organization shall be the Bakersfield Chapter of the American Society for Public Administration, hereinafter referred to as the Chapter or this Chapter.
Section 2 The purposes of this Chapter shall be:
a. To facilitate the exchange of knowledge and results of experiences among public administrators and others interested in public administration.
b. To maintain active communication and cooperation with Cal State Bakersfield and Bakersfield College in the field of public administration.
c. To encourage the 'dissemination of information on matters relating to public administration with the intent of improving public service and understanding.
d. To support and
encourage the continuing education of its membership
in the field of public administration.
Article II Membership
Section 1 Membership in this Chapter shall be open to all persons engaged in or interested in public administration. Each member shall be classified and entitled to membership privileges in accordance with the following qualifications:
Section 2 National Member. Any member in good standing of the American Society for Public Administration who elects to join this Chapter shall be classified as a 'National Member,' and shall be entitled to vote, hold office, and participate in
all Chapter activities. Each 'National Member' may
sponsor 'Chapter
Associates,' pursuant to the following section.
Section 3 Chapter Associate. Any person who is nominated to the Membership Chairman by a 'National Member,' and who pays the annual local dues prescribed by this Chapter, shall be classified as a 'Chapter Associate," and shall be entitled to vote, and participate in all Chapter activities, but may not hold any of the offices described in Article Ill below, or chair any of the standing committees prescribed in Section 1 of Article IV below.
Article III Officers
Section 1 The officers of this Chapter shall be a President, a Vice President, a Secretary, and a Treasurer. These officers shall be elected by the Chapter members at the regular December meeting each year. They shall be installed at the regular January meeting, and shall serve for a term of one year, from that date to the date of the year's regular January meeting.
Section 2 The duties of these officers shall be as follows:
a. President:
(1) Shall direct the business of the Chapter, preside at Chapter and Chapter Council meetings, and appoint committees as provided in Article IV below.
b. Vice President:
Shall be program chairman. These duties shall include: securing venue for luncheon; recommending, securing speakers; and assisting treasurer with check-in procedures.
(1) Shall act for the President in his temporary absence; and in case of death, resignation, or inability of the President to perform the duties of his office, shall immediately succeed him, and shall be President for the remainder of the term; and the Chapter may elect a new Vice President to serve for the remainder of the term. If a new Vice President is not elected, the new President may appoint a program chairman.
(2) Shall coordinate the membership committee.
c. Secretary:
(1) Shall record minutes of all Chapter Council and Chapter meetings.
(2) Shall be the official keeper of Chapter bylaws.
d. Treasurer:
(1) Shall be responsible for maintaining Chapter financial records and bank accounts.
(2) Shall disburse funds as approved by the Chapter Council.
e. Communications Officer:
(1) Shall be responsible for maintaining membership/email database
(2) Shall notify all members of upcoming meetings and activities via email.
(3) Shall maintain and forward meeting reservation lists to vice president and treasurer.
(4) Shall serve on the Membership Committee.
Article IV Committees
Section 1 There shall be the following standing committees: Membership Committee, Scholarship Committee and the Doubenmier Public Service Award Committee. In addition, the President may appoint any temporary committees he deems necessary.
Section 2 The Membership Committee shall be responsible for: administering Chapter activities appropriate and necessary to attract and maintain the maximum attainable number of Chapter members, including correspondence and records pertaining thereto; developing and maintaining a membership directory; recruiting general members for specific duties (e.g. webpage maintenance, newsletter articles, member recruitment strategies). The Vice President shall serve as chairman of the committee. The committee chairman shall select members for his committee as needed.
Section 3 The Scholarship Committee shall be responsible for administering Chapter activities appropriate and necessary for raising funds and awarding scholarships to students at Cal State Bakersfield and Bakersfield College. The chairman of the committee shall be appointed by the President, and shall be a member of the Chapter Council. The committee chairman shall select members for his committee as needed. A separate Sponsorship Subcommittee shall be established under the Scholarship Committee to develop partnerships with potential sponsors of ASPA's fundraising activities or scholarship awards.
Section 4 The Doubenmier Public Service Award Committee shall be responsible for the selection of the recipient of the Doubenmier Award for distinguished service in the field of public administration. The committee, consisting of three Chapter members, shall be appointed by the President, who shall designate the committee chairman. The committee chairman shall be a member of the Chapter Council.
Article V Chapter Council
Section 1 The governing body of this Chapter shall be known as the Chapter Council, and shall consist of (1) the elected Chapter officers; (2) the immediate past President; (3) the chairman of each standing committee; and (4) not to exceed five additional other current Chapter members appointed at the discretion of the President to provide a representative, if not already represented among the foregoing ex officio Council members, for each of the following: Large Cities, Small Cities, County, State, Federal Government, Education, and Special Districts. Council members appointed by the President shall not serve more than three consecutive one-year terms; and one year must elapse prior to reappointment.
